Take US 95 past Lee Canyon and take the road for Cold Creek where the Nevada State Prisons are. Drive a couple mile past the prisons, after the mountain to the North of the road there is a dirt road that heads North of the road. Along this road there is several spots to stop and shoot... just make sure you are atleast 500 feet or more away from Cold Creek road and that you shoot away from the road.
